I.
NUCHIHA of the Anglicus Empire, royally proclaims the instatement of the House of Nobility. The House of Nobility shall function as the legislative branch of the Anglicus Empire. The House of Nobility shall be located at the House of Nobility in Alpis. The House of Nobility shall convene every week at the House of Nobility, to address national issues, answer petitions, and to debate on any proposed bills.
II.
NUCHIHA of the Anglicus Empire, royally proclaims how the House of Nobility shall be organized. The membership shall include all nobles of the Anglicus Empire, dignified and undignified, landed and unlanded gentry.
III.
NUCHIHA of the Anglicus Empire, royally proclaims how the House of Nobility's legislative procedure shall function. First, the bill must be presented by a member of the House of Nobility. Second, the bill will be debated by the entire House of Nobility. If the bill passes a majority vote, it'll be presented to the Emperor for Imperial Assent. If signed, it is made into law, if unsigned it is vetoed. If the bill doesn't pass a majority vote, it is discarded. Bills can be reintroduced after a full week has passed.
IV.
NUCHIHA of the Anglicus Empire, royally proclaims the House of Nobility's members allotted votes. Each member is assigned a different number of votes. A Knight is allotted one (1) vote, a Baronet is allotted two (2) votes, a Baron is allotted three (3) votes, Counts are allotted four (4) votes, Dukes are allotted five (5) votes, and the Emperor is allotted six (6) votes as well as veto power. A noble doesn't have to use all of their votes. Votes can't be traded, or otherwise bought and/or bribed.
V.
NUCHIHA of the Anglicus Empire, royally proclaims the types of legal instruments. A legal instrument is defined as a formally written document. The types of legal instruments will be written in order of superiority, if there's a conflict the superior document is considered the valid, correct document. If the documents are equal in superiority, then a new one must be made. First, there si the royal proclamation which is written by the Emperor himself, or a clerk of the crown. These are always signed by the Emperor himself as a sign of approval. Next, is the Act of Nobility, which are bills that have passed the House of Nobility and are thus law. They are written by an assigned clerk of the nobility, and are always signed by the Emperor as a sign of approval due to the process of Imperial Assent. Next, is a Letters Patent which assigns a status to somebody, grants a right, and/or title to somebody. These are written either by the Emperor, clerk of the crown, House of Nobility, or a clerk of Nobility. They are always signed by the Emperor as a sign of approval.
